Buying a Used Car in the UAE? Why a Pre-Purchase Inspection Matters

Why a pre-purchase inspection matters when buying a used car in the UAE: what it checks, red flags, documents and how a TAMM transfer works.

Why a Pre-Purchase Inspection Matters

A used car can look perfect and still hide costly problems. Fresh polish and a clean engine bay say nothing about the gearbox, the frame or the wiring.

A pre-purchase inspection is a full check of the car by a trained technician before you pay. It tells you what you are buying and what it may cost you later.

Khaleej Times lists skipping a proper inspection as one of the common traps for used-car buyers in the UAE. A small cost now can save you from a large repair bill.

What Cosmetic Work Can Hide

Some sellers spend a little on looks to hide a big problem. A freshly washed engine bay, for example, can hide oil leaks for a short time.

Look out for these hidden faults:

  • Oil or coolant leaks wiped clean before a viewing.
  • A worn steering rack or suspension parts that only show on a test drive.
  • A gearbox that slips or shifts hard once it is hot.
  • Accident damage covered with body filler and new paint.

Cleared Fault Codes

Warning lights can be switched off with a cheap scan tool before a viewing. But clearing the codes also resets the car's readiness monitors.

If several monitors show "not ready", the codes may have been cleared recently. The New York DMV names cleared codes and a disconnected battery as common causes.

Mileage That Does Not Add Up

Compare the odometer with the service book, old test papers and repair invoices. Mileage that goes down, or jumps oddly between records, needs a clear answer.

What a Pre-Purchase Inspection Checks

A good inspection looks at the car's computer, its mechanical parts and its structure. Most cover these areas:

  • Diagnostic scan: stored and pending fault codes in the engine, gearbox, ABS, airbag and other modules.
  • Engine: leaks, oil and coolant condition, belts, hoses, and how it starts and idles.
  • Gearbox: shift quality, slipping and fluid condition.
  • Brakes, suspension and steering: pads, discs, shocks, bushes and play in the steering.
  • Electrics: battery, lights, air conditioning, windows, sensors and dashboard warnings.
  • Body and paint: paint readings on each panel, panel gaps, rust and signs of repair.
  • Underbody: chassis rails, mounts and floor, checked for welds, clamp marks or bends.
  • Tyres and wheels: tread depth, uneven wear and the age of each tyre.
  • Road test: how the car drives, brakes and changes gear at different speeds.

Paint Thickness and Hidden Accident Repairs

A paint thickness gauge measures the paint on each panel. A panel with much thicker paint than the rest has usually been repainted, and may have body filler underneath.

Under the car, fresh welds or clamp marks on the chassis rails point to a serious crash. Read more on whether chassis damage can be repaired.

Tyre Age

Each tyre has a four-digit date code on its sidewall. It shows the week and year the tyre was made: 2322 means week 23 of 2022.

Old tyres can look fine but still be unsafe. Budget for new ones if the dates are old.

Red Flags When Buying a Used Car

Walk away, or at least slow down, if you see any of these:

  • The seller will not let the car go to a workshop of your choice.
  • The chassis number on the car does not match the registration card.
  • The seller wants a large deposit before you see the paperwork.
  • The price is far below similar cars for no clear reason.
  • The car is still on a bank loan and the seller has no plan to clear it.
  • Warning lights are on, or several readiness monitors show "not ready".
  • Damp carpets, a musty smell or silt under the seats, which point to flood damage.
  • No service records, or records with gaps and mileage that does not add up.

Documents to Check Before You Pay

  • The seller's Emirates ID, with the same name as the registration card (mulkiya).
  • The registration card, with the same chassis number as the car.
  • A mortgage release letter from the bank, if the car was financed.
  • Service history and repair invoices.
  • Warranty papers, if any. Confirm with the dealer that the warranty is still valid and can pass to you.
  • The accident history for the chassis number.

Our guide to a car chassis number check shows how to search accident history on TAMM, Abu Dhabi Police and Ministry of Interior services.

Keep a copy of the seller's Emirates ID and get a proper receipt for any money you pay. Khaleej Times gives buyers the same advice.

How a Used Car Is Transferred in Abu Dhabi

In Abu Dhabi, a change of ownership is done through TAMM. Since 2024, driver and vehicle licensing has been run by the Integrated Transport Centre, now known as Abu Dhabi Mobility.

A typical private sale goes like this:

  1. Agree the price in writing, and have the car inspected before you pay.
  2. The seller clears any traffic fines. The transfer cannot go through while fines are unpaid.
  3. If the car is financed, the seller pays off the loan and gets a mortgage release from the bank.
  4. If TAMM shows the car needs a technical test, it is tested at an approved centre such as ADNOC Vehicle Inspection. Cars over three years old usually need one.
  5. The buyer takes out insurance for the car in their own name.
  6. The transfer is submitted on TAMM with UAE Pass, or at a service centre, and the fee is paid.
  7. The buyer receives the new registration.

Khaleej Times listed the transfer fee as AED 350 for a light vehicle in 2024. Check the current fee on TAMM before you start.

Do Not Pay Before the Transfer

Khaleej Times advises buyers not to pay in full until the car is registered in their name.

The reverse also causes trouble. In a 2023 Abu Dhabi case, a buyer drove a car still registered to the seller and ran up AED 80,000 in fines.

A Registration Test Is Not a Pre-Purchase Inspection

The technical test for registration checks that a car is safe and legal to drive. It is not meant to judge gearbox wear, past accident repairs or the cost of work coming up.

A pre-purchase inspection goes further. Its findings give you facts to negotiate the price or walk away.

FAQs

What does a pre-purchase inspection include?

A diagnostic scan, checks of the engine, gearbox, brakes, suspension, steering and electrics, paint and underbody checks for past repairs, a tyre check and a road test.

Can an inspection find old accident damage?

Often, yes. Paint readings show repainted panels, and a look under the car can reveal welds or clamp marks on the chassis rails. A very good repair can still be hard to spot.

Is the registration test enough?

No. It checks that the car meets safety rules for registration. It does not judge wear, past repairs or how much the car will cost to keep.

Does a used car need a technical test before transfer?

Not always. TAMM shows whether the car needs one when the transfer is started. Cars over three years old usually do.

Should I pay a deposit before the inspection?

It is safer not to pay a large deposit before you have inspected the car and checked the papers. If you pay anything, get a proper receipt and a copy of the seller's Emirates ID.
